The Coalition has nothing against the wind generators and firmly supports the energy development from renewable sources, but it must be developed with respect to the conservation of biodiversity in protected territories and areas of Natura 2000. Birds, bats and other animals can be very vulnerable to the wind generators, especially in places where they are concenrated during migration - in the winter or during the breeding season. For instance, one of the two main migratory routes for migrating birds in Europe (Via Pontica and Via Aristotelis) are passing over the wind generators at Kaliakra. Many of them are flying low, the generator vanes suck them in like a funnel and kill them. Currently, a big part of the developing installations for producing energy from wind, are situated in the moutains and along the Black Sea coast. Most of those areas are protected according to Natura 2000. Upon careful examination by the investor, an appropriate place can be choosen, which is not part of Natura 2000 and is in conflict with the protection of the environment. The Coaltion considers that clear regulations are needed for the development of the wind energy industry in Bulgaria, and untill there are no rules, it is better to have a moratorium on the placement of wind generators in the protected ares of Natura 2000.
We consider that the interests and the economic benefits of individual investors should not be placed above the national interests such as the nature conservation and the biodiversity of Bulgaria. If our country does not comply with the rules of Natura 2000, Bulgaria will be most likely fined by the European Union, as such prospects are already seen in the case of Kaliakra.
