I always wonder: why are civic events so often conducted in working time?

When conducting a civic event we always have to solve the dilemma at what time this event should be conducted- during working hours, so that institutions are also working, or after working hours, so that more people are able to participate in the event. Both sides of the dilemma are important. That is why we try to find the balance and the most appropriate time to conduct each event. We have talked to journalists who think that if the civic events are conducted after media's working time, their reflection in media is much poorer because there are mainly reporters on duty at work. For example one of the most important processions which we have conducted- "Make sound for the nature"- did not attract much media attention and one of the reasons for that is the time of the event - 7 pm.
