Rules for the coalition "Let Nature remain in Bulgaria"
/hereinafter called the “Coalition”/
1. The Coalition is a union of non-profit legal entities and unionized groups of citizens who share the vision of the campaign “Let Nature remains in Bulgaria”.
2. In the Coalition may participate individual active citizens after their candidature’s approval under the Procedure for decision-making. Individuals have the right to propose resolutions and to comment on the decisions of the Coalition, but they do not have the right to vote, except in the cases when they represent an organized group of citizens.
3. The Coalitions is officially presented under the name of “Let Nature remains in Bulgaria” and a list of member organizations. Due to the impossibility to be always displayed the full list of citizens who have wished to become individual members of the Coalition, in the listing of its members in various documents, it is only written “and over… Bulgarian citizens”.
4. Any organization or group of people, who would like to become an official member of the Coalition need to send to the members of the Coalition a written justified application to join, signed by the person entitled. Each application must be referred to a contact person and his/her e-mail address in order to coordinate subsequent actions within the Coalition.
5. The resolution for membership of new members to the Coalition is taken in compliance with the Rules for decision making.
6. Each member of the Coalition can propose solutions by sending an e-mail to the mailing list of the Coalition. The voting time could not be less than 24 hours.
7. The decisions of the Coalition are taken by relative majority as each organization or group is entitled to one vote.
8. In the process of decision making the rule that is in force is for tacit consent /i.e. in the absence of declared position withing the range of request for feedback period, it is assumed that the organization supports the proposal/. Decisions for inclusion the Coalition in governmental or party initiatives are taken only with obvious vote and with support of more than half the members of the Coalition.
9. If some organization does not support the proposed resolution, the same comes on behalf of the Coalition as in the list of organizations that have supported the decision are not entered the names of unseconded members. If the members with the rigth to vote express their vote for unbacked of certain decision are more than those who clearly indicate their support, the case resolution is postponed until the first meeting of the Coalition.
10. Contacts with the Coalition are made through representatives of those organizations or groups who explicity declare an interest. Representatives of organizations/ or groups shall be indicated with the names and contact information on the web-site of the Coalition.
11. Press releases and contacts with state, private or municipal bodies shall be prepared or disseminated by organization(s)/group(s) that raised the resolution question to the attention of the rest of the members of the Coalition.
12. Official documents to European institutions (complaints, standpoints, signals) that are prepared by a member of the Coalition, on behalf of the Coalition, or with the support of the Coalition, are given for comments by e-mail: ecofamily@bluelink.net as in the subject of the e-mail is indicated the type of document and the deadline for corrections, but not shorter than the deadline for reaching a decision.
13. Financing the Coalition activities is done through:
o Own funds of each member;
o Joint projects on behalf of the Coalition prepared by a member and submitted for discussion and resolutions within the framework of the Mechanism for making decisions (all reports are submitted to the Coalition);
o Specialized account for donations kept by the Bulgarian Biodiversity Foundation for which is presented an annual report to the attention of the Coalition.
14. Communication between members is accomplished by means of:
o E-mail: general mailing list of the Coalition
o Meetings on a particular issue that are announced at least 3 days beforehand, subsequent sending of the notes from the implemented meeting.
o Regular meetings once a month to all members of the Coalition with a preliminarily declared agenda.
15. Organizations and companies wishing to support the Coalition’s activities, without being its members, may do so by sending a written declaration of intention to the Coalition and they are listed as its partner/ friends on the web-site forthenature.org.
16. Amendment to the present rules is implemented under the decision making form.
The signed forms should contain:
1. Name of the organization – member
2. Brief description of the organization’s activities/ civil group/ citizen and the specific actions within the framework of the Coalition (it would be used for the web-site for presentation of each member of the Coalition)
3. Name of the person responsible in the organization/group of citizens to participate in the Coalition.
4. Contacts: e-mail, telephone
5. Signature, seal, logo
